Thai Nguyen University of Education – Thai Nguyen University Organizes Training on the Standardization of a Test Item Bank for Assessing Vietnamese Language Proficiency of Foreigners
From August 20 to 21, 2026, Thai Nguyen University of Education – Thai Nguyen University, in coordination with the National Center for Educational Testing and Quality Assessment under the Ministry of Education and Training, organized a training program on the standardization of a test item bank for assessing Vietnamese language proficiency of foreigners. The training program aimed to strengthen and enhance the professional capacity of the University’s staff and lecturers in developing, reviewing, and standardizing test item banks in general, and the test item bank for assessing Vietnamese language proficiency of foreigners in particular.
Overview of the training session
In his opening remarks, Assoc. Prof. Dr. Mai Xuan Truong, Secretary of the Party Committee and Rector of the University, emphasized the important role of testing and assessment in ensuring and enhancing the quality of education. With regard to assessing Vietnamese language proficiency among foreigners, the development and standardization of a test item bank are particularly important for ensuring the scientific rigor, objectivity, accuracy, and reliability of test results. Assoc. Prof. Dr. Mai Xuan Truong called on participating staff and lecturers to demonstrate a strong sense of responsibility, actively engage in discussions and exchanges, and acquire professional knowledge and techniques from the experts in order to apply them effectively to the development, review, and improvement of the University’s test item bank.

During the training program, Dr. Ha Xuan Thanh, Director of the National Center for Educational Testing and Quality Assessment, delivered a presentation entitled “Techniques for Developing Standardized Test Items.” The presentation focused on key issues in the development of standardized test items, including requirements for test items, principles and techniques for item writing, as well as procedures for reviewing and evaluating item quality. Through the session, staff and lecturers strengthened the knowledge and skills necessary to develop test items that meet requirements in terms of content, technical quality, and assessment objectives.

Following this, Mr. Nguyen Tri Thuc, Deputy Director of the National Center for Educational Testing and Quality Assessment, delivered a presentation entitled “Procedures and Techniques for Developing a Test Item Bank.” The session provided a systematic approach to the development and continuous improvement of a test item bank, clarifying the stages from item development, review, and piloting to item analysis and standardization. The ultimate goal is to establish a high-quality test item bank that meets the requirements of test administration and learner proficiency assessment.

In addition to the presentations delivered by the experts, the program provided opportunities for staff and lecturers to exchange ideas, discuss issues, and engage in practical activities related to the development, review, and standardization of test items. Issues arising during the development and use of the test item bank were discussed directly, thereby contributing to a common understanding of the procedures, techniques, and quality requirements for developing a test item bank to serve the assessment of Vietnamese language proficiency among foreigners.
Through the training program, the University’s staff and lecturers updated and consolidated their knowledge while enhancing their professional skills in test item and test item bank development and standardization. This provides an important foundation for Thai Nguyen University of Education – Thai Nguyen University to continue reviewing, improving, and standardizing its test item bank, thereby enhancing the quality of Vietnamese language training and proficiency assessment for foreigners.
